A clean record is the Paris wording

Paris asks for a "casier judiciaire vierge", a clean record. If your bulletin shows a conviction, you receive it by registered letter, which takes longer. A bulletin with an entry is a different case from the one Paris describes. Ask the embassy before you apply.

How to order the bulletin n°3, step by step

  1. Prepare the rest of your file first. Your tax return, 3 months of statements and the purpose documents. The bulletin is fast, so order it last.
  2. Choose your route: the Ministry of Justice site with FranceConnect (1 to 24 hours), the same site without FranceConnect if you were born abroad (about 2 working days by e-mail, with a copy of your ID), or the paper form cerfa n°10071 by post (about 2 weeks).
  3. Request the bulletin n°3. It is free.
  4. Check the bulletin. Name, date and place of birth must match your passport. Note the issue date.
  5. Submit the DTV on thaievisa.go.th within 3 months of that date.

Translation and apostille

The bulletin is in French. The Paris page does not mention a translation or an apostille. It does ask for the self-employed letter in French and English. Thailand joins the Apostille Convention on 28 February 2027, so a French apostille may not be enough for use in Thailand before that date. The general rules are on the police clearance hub.

Common mistakes

Before you apply

  1. Your bulletin n°3 is clean and less than 3 months old on submission day.
  2. Your latest tax return is in the file as residence proof.
  3. Your statements show at least EUR 15,000 in each of the last 3 months, not blocked.
  4. Your photo is an official photo booth photo, less than 6 months old.
  5. If you are self-employed, your letter is in French and English, with the Sirene record and a recent invoice with proof of payment.

Want a second look at the whole file? Use the DTV pre-check. The embassy makes the decision.
