Facts at a glance
| Item | Detail |
|---|---|
| Issuing body | Ministry of External Affairs, through Passport Seva |
| Certificate | Police Clearance Certificate (PCC). The MEA says the PCC is for residence, employment, long-term visa or immigration purposes, not for a tourist visa. Check with the Thai post and Passport Seva that a DTV qualifies. |
| How to order | Apply on the Passport Seva portal and attend a Passport Seva Kendra. Abroad, apply through the Indian mission. |
| Fee | INR 750 (search snippet). Confirm on the portal. |
| Time | Up to 7 working days (search snippet), not counting police verification. Check with Passport Seva. |
| Apostille | No DTV rule we found asks for an apostille or legalisation. Check with the Thai post. The MEA apostille fee is INR 50 per document; Thai legalisation is INR 1,400. |
| Translation | The PCC is in English. No translation is needed. |
| Thai embassy limit | Most embassies accept 3 to 6 months; get it as close to your application as you can. |
One point needs care before you order. The Ministry of External Affairs (MEA) issues the PCC for residential status, employment, a long-term visa or immigration, and not for a tourist visa. Describe your purpose truthfully, and ask the Thai embassy or Passport Seva if you are not sure that the DTV fits.

Why the MEA purpose rule matters
The MEA wording is narrow. The PCC is for residential status, employment, a long-term visa or immigration. A DTV is a 5-year, multiple-entry visa, but no MEA or Thai page we read says in plain words that it counts as a "long-term visa".
What this means for you:
- Do not choose "tourist" as the purpose. The MEA excludes it.
- Do not describe the DTV as something it is not. Use the visa name and its real purpose.
- If the Passport Seva form gives no option that fits, ask Passport Seva or the Thai embassy in New Delhi before you pay for an appointment.
How to order the PCC, step by step
- Prepare the rest of your DTV file first. Funds, residence proof and your purpose document take longer to collect than they seem. The PCC should be the last item you order, so that it is still recent when you submit.
- Register on the Passport Seva portal and open the PCC application.
- State the purpose truthfully. See the MEA rule above.
- Book and attend an appointment at a Passport Seva Kendra.
- Allow time for police verification. Police verification can follow the appointment and can add time. Plan a margin.
- Collect the PCC and check it. Your name, passport number and the issue date must match your passport and your e-Visa form.
- Submit the DTV on thaievisa.go.th before the certificate becomes too old for your post.
If you live outside India, the MEA says the PCC goes through the Indian Mission in your country. You then apply for the DTV at the Thai post that covers your country of permanent residence, not in India. See which embassy.
Timeline plan
The Thai posts in India state no age limit on the pages we read. Plan to upload your file within 3 months of the PCC issue date. No Thai post we read asks for less. See the age limits by embassy.
| When | What to do |
|---|---|
| About 3 months before you submit | Start the bank statement period your post asks for |
| When funds and residence proof are ready | Apply for the PCC on Passport Seva |
| Appointment day | Attend the Passport Seva Kendra with your passport |
| After the appointment | Wait for police verification and the PCC |
| Within 3 months of the PCC date | Upload the file and pay on thaievisa.go.th |

Apostille and legalisation
No DTV page we read asks for an apostille or a Thai legalisation of the PCC. Thailand joins the Apostille Convention on 28 February 2027, so an Indian apostille may not be enough for use in Thailand before that date. Do not pay for an apostille or a legalisation unless the embassy asks. The general rules are on the police clearance hub.
Common mistakes
- Choosing "tourist" as the PCC purpose. The MEA does not issue a PCC for a tourist visa.
- Using a letter from a local police station instead of the PCC.
- Ordering the PCC before the bank statements are ready, so that it ages while you wait.
- Using a fee from before 27 April 2026. The Thai fees in India changed on that date.
- Applying in India when you live abroad. The Thai post must cover your country of permanent residence.
Before you apply
- Your purpose on the PCC form is true and is not "tourist".
- The PCC is the national certificate from Passport Seva or the Indian Mission, not a local police letter.
- The PCC is less than 3 months old on the day you submit, unless your post states a different limit.
- Your name and passport number on the PCC match your passport.
- You read the DTV fee in the New Delhi notice or in the e-Visa system before you pay.
Want a second look at the whole file? Use the DTV pre-check. The embassy makes the decision.
Not confirmed yet
No official page we read states these points. Ask your embassy before you pay or submit.
- The DTV fee and the legalisation fee at the Thai posts in India. Media quote INR 30,000 and INR 1,400 from the New Delhi notice, but the notice shows the table as an image.
- The PCC fee and processing time. INR 750 and up to 7 working days (without police verification) are quoted for Passport Seva, but not confirmed on the portal page.
- Whether Passport Seva issues a PCC for a DTV application.
- The maximum PCC age at New Delhi and the consulates-general, and which Indian states each post covers.
- Whether the embassy wants MEA attestation, an apostille or a Thai legalisation of the PCC. The MEA apostille fee (INR 50 is quoted) is not confirmed.
- How long police verification takes.
Frequently asked questions
Do Indian citizens need a police certificate for the DTV?
Yes. Since 31 August 2026, every DTV application needs a criminal record certificate. For an Indian passport holder, the national document is the Passport Seva PCC.
Can I get a PCC for a DTV?
The MEA says the PCC is for residential status, employment, a long-term visa or immigration, and not for a tourist visa. We found no page that names the DTV. State the purpose truthfully, and ask Passport Seva or the Thai embassy if the form has no option that fits.
How much is the DTV fee in India?
The New Delhi embassy set new fees from 27 April 2026 for the embassy and the consulates-general in India. The fee table is an image. Read the DTV amount in that notice or in the e-Visa system before you pay.
How much is a Thai tourist visa in India?
The New Delhi visa page, updated 16 September 2026, gives INR 3,000 for the single-entry tourist visa and INR 13,500 for the 6-month multiple-entry visa.
How old can the PCC be?
The Thai posts in India state no limit on the pages we read. Other posts ask for 3 or 6 months. Submit within 3 months of the issue date to be safe, or ask New Delhi.
I am Indian but live in another country. Where do I get the PCC?
The MEA says that abroad, the PCC goes through the Indian Mission. Apply for the DTV at the Thai post that covers the country where you have permanent residence.
