One embassy, four countries
Rome's notice names Italy, Cyprus, Albania and Libya. This is special among the posts we read.
| You are | What Rome's notice suggests |
|---|---|
| A foreign resident of Italy | Your permesso di soggiorno, plus the Italian certificate |
| An Italian citizen living in Italy | The Italian text says "permesso di soggiorno", which a citizen does not hold. Ask Rome which residence document it wants |
| A resident of Cyprus, Albania or Libya | Rome covers you. Ask which national certificate it accepts |
How to get the Italian certificate, step by step
- Prepare your other documents first, including a valid permesso di soggiorno if you are a foreign resident.
- Book an appointment at the casellario office of a Procura della Repubblica. Online booking is possible. Offices set their own access rules and hours, so check your Procura's page.
- Ask for the certificato del casellario giudiziale. Not the carichi pendenti, which is a different certificate.
- Go in person or send a delegate with valid ID and the office form.
- Pay the stamp and the fee shown by the office. Ask for the urgent service if you need it the same or the next day.
- Check the certificate. Name and date of birth must match your passport.
- Submit the DTV on thaievisa.go.th within 3 months of the issue date.
Timeline plan
The Ministry says the certificate is valid for 6 months, but Rome states no age for the DTV. Plan for 3 months instead, the strictest limit stated by a Thai post we read. See the age limits by embassy.
| When | What to do |
|---|---|
| 2 to 3 weeks before you submit | Book the Procura appointment |
| Appointment day, or the next day with the urgent service | Collect the certificate |
| No later than 3 months after issue | Submit the DTV and pay on thaievisa.go.th |
Costs to plan for
| Item | Amount | Source | Status |
|---|---|---|---|

| Urgent service | An extra fee | Ministry of Justice | Same |
| DTV at Rome | EUR 350 | Rome fee list effective 15 Jul 2024 | Official, but from 2024. Check the e-Visa system |
| Translation, if needed | Set by the translator | None | Ask Rome |
Translation and apostille
The certificate is in Italian. No Rome page we read gives a translation or apostille rule. Rome's site has a "Legalization" page for foreign documents, so read it before you order anything stamped. Thailand joins the Apostille Convention on 28 February 2027, so an Italian apostille may not be enough for use in Thailand before that date. The general rules are on the police clearance hub.
Common mistakes
- Sending an expired permesso di soggiorno, or only the receipt for a renewal.
- Asking for the carichi pendenti instead of the certificato del casellario giudiziale.
- Counting on the Ministry's 6 months when Rome states nothing. Plan for 3.
- An Italian citizen sending no residence document because the notice says "permesso di soggiorno". Ask Rome.
Before you apply
- Your residence document is valid and shows residency in Italy, Cyprus, Albania or Libya.
